Trainers can only purchase a Magikarp from a salesman on the Marvelous Bridge. The one exception to this is in Pokémon Black & White, as Magikarp are not native to Unova. They can be found in almost every body of water in the Pokémon world. Some Pokémon look weak but are actually powerful. While these Pokémon may eventually be released in a way that's easier to take advantage of, other rare monsters will assuredly take their place if they do. Players can no longer simply rely on a bag full of Ultra Balls and some luck the rarest Pokémon require other applications and access to limited-time vents.
